Summary

The Fraud & Risk Manager is primarily responsible for the on-going review of the effectiveness of the existing controls to prevent financial loss by fraud & theft and management of associated risks across all areas of Chesapeake Bank.  This position is responsible for the strategic direction and leadership of the Fraud and Risk Team. In addition, this role will also serve as the Bank's Security Officer in support of all Chesapeake Bank facilities. This Fraud & Risk Manager must demonstrate integrity at all times, respond to asset protection and operational concerns while remaining focused on the Bank’s strategic mission.

Responsibilities

  • Coordinates and delegates daily management of Fraud & Risk Operations activities.
  • Manages department projects, product development and implementation.
  • Provides user support for the more complex problems/issues for the Fraud and Operations department applications.
  • Serve as Security Officer in support of all bank facilities. Identifying incidents of theft and fraud, reviewing bank security devices and exception reports, monitoring the branch’s physical security, prepare accurate and detailed case reports documenting apprehensions and recoveries, preserving evidence, interacting with law enforcement and testifying in criminal and civil court actions.
  • Lead internal Fraud & Risk Workgroups.
  • Attends conference and seminars to increase peer networking and ongoing education.
  • Focus on current trends and activities through active participation in professional groups and educational opportunities. Maintain vendor relationships and industry best practices.
  • Works closely with all department heads in determining priorities to ensure that processing and reporting needs are met and carried out on a proper and timely basis.
  • Write and/or maintain Fraud and Risk policies and procedures.
  • Vendor relationship and industry best practices engagements.
  • Provide regular reports to the Board and management on security issues.
  • Work closely with internal audit, human resources, compliance, and legal counsel.
  • Establish and maintain a satisfactory relationship with law enforcement officers at all levels in geographical areas where employees and customers are located.
  • Conduct investigations, identify and participate in the prosecution of offenders. 
  • Periodic review of physical security at all facilities.
  • Understand your role as defined by the three lines of defense to maintain a compliance culture that includes risk management processes.
  • Assists with other duties that may be assigned.

Requirements

  • 5+ years of Fraud and Risk management in Financial Services
  • Experience as a Security Officer preferred.   
  • 5+ managerial or supervisory experience in a related field.
  • Expert level experience in fraud & risk management, detection, prevention, and recovery.
  • Experience delivering and managing risk assessments.
  • Payments background with: debit card, automated clearing house (ACH), mobile deposit, real time payments (RTP), remote deposit capture (RDC), and wires (WTS) preferred.
  • Fraud prevention software experience across payment channels.
  • Desired certifications: CERP, APRP, CFE, CAFP, CAMS and other industry fraud & risk certifications and training.
